Bureau, therefore, in conformity with instructions from the Viceroy, proposed to put in force experimentally certain Regulations to supply temporarily the requirement of smokers. Now that the above instructions have been received, it is necessary wait patiently until monopoly Regulations have been decided upon by the Board, and publish a further Proclamation in due course. In the meantime all dealers in opium, raw or prepared, are at liberty to carry on business as before, provided always, in order to prevent abuses, that they are not allowed to have lamps for smoking on their premises. Orders have been duly circulated accordingly, and this Proclamation is hereby issued for the information of the trade and of the public generally.
